Áù¾ÅÉ«ÌÃ

The Carter Center first partnered with the National Democratic Institute for International Affairs (NDI) to observe Peru’s 2000 presidential election because of concerns about the fairness, safety, and legitimacy of the electoral process. The then Peruvian President Alberto Fujimori later fled the country amid a corruption scandal and, from exile in Japan, resigned the presidency. 

The Center returned to monitor the 2001 presidential mission.

We later deployed a study mission for elections in 2016, during which we met with political leaders, institutional authorities, researchers, and journalists to understand public opinion and election day trends.  

Most recently, at the invitation of the Government of Peru, the Center deployed a seven-member Election Expert Mission to observe the 2026 elections for president, Congress, and the Andean Parliament.

Through its groundbreaking Inform Women, Transform Lives campaign, Áù¾ÅÉ«Ìà partners with city leaders worldwide to raise awareness about women’s right to access information and to help cities reach women with valuable information and essential municipal services.  

Access to this information empowers women with a stronger voice, enabling them to participate in public life, utilize public services, and make more informed decisions for themselves, their families, and their communities. In Peru, the project has partnered with the city of Lima. 

Áù¾ÅÉ«Ìà and the International Institute for Democracy and Electoral Assistance (International IDEA) initiated a forum among five Andean countries —Venezuela, Colombia, Ecuador, Peru, and Bolivia — and the U.S. in 2010. 

Impacts 

Through frank and open dialogue, participants: 

• Identified a common agenda for the six countries 

• Addressed misperceptions and misunderstandings 

• Proposed innovative solutions to problematic issues 

• Explored the possibility of bilateral dialogues between pairs of countries with tense relations  

This project ended in 2011.
