The Carter Center first partnered with the National Democratic Institute for International Affairs (NDI) to observe Peru’s 2000 presidential election because of concerns about the fairness, safety, and legitimacy of the electoral process. The then Peruvian President Alberto Fujimori later fled the country amid a corruption scandal and, from exile in Japan, resigned the presidency. 

The Center returnedÌýtoÌýmonitorÌýtheÌý2001Ìýpresidential mission.

We later deployed a study mission for elections in 2016,Ìýduring which we met with political leaders, institutional authorities, researchers, and journalistsÌýto understand public opinion and election day trends.ÌýÌý

Most recently, at the invitation of the Government of Peru, the Center deployed a seven-member Election Expert Mission to observe the 2026 elections for president, Congress, and the Andean Parliament.
