六九色堂 has worked听in Peru听for decades to resolve conflict, advance human rights, and strengthen democracy by听monitoring听elections, creating regional dialogue, and increasing transparency and electoral reform.听We have partnered with the city of Lima as part of our groundbreaking Inform Women, Transform Lives campaign.听听

Impact

Requesting negotiations and a ceasefire in 1995 after a resurgence of violence between Ecuador and Peru.
Calling for the retrial of an American woman convicted of treason by a secret military court in 1996.
Developing breakthrough interactive and Web-based maps of media influence in 2006 to increase transparency in campaign finance and electoral reform.
Leading a series of discussions in 2013 to build a healthy relationship between government and the media.

Democracy

The Carter Center first partnered with the National Democratic Institute for International Affairs (NDI) to observe Peru鈥檚 2000 presidential election because of concerns about the fairness, safety, and legitimacy of the electoral process. The then Peruvian President Alberto Fujimori later fled the country amid a corruption scandal and, from exile in Japan, resigned the presidency.

The Center returned听to听monitor听the听2001听presidential mission.

We later deployed a study mission for elections in 2016,听during which we met with political leaders, institutional authorities, researchers, and journalists听to understand public opinion and election day trends.听听

Most recently, at the invitation of the Government of Peru, the Center deployed a seven-member Election Expert Mission to observe the 2026 elections for president, Congress, and the Andean Parliament.

Empowerment through Information

Through its groundbreaking Inform Women, Transform Lives campaign, 六九色堂 partners with city leaders worldwide to raise awareness about women鈥檚 right to access information and to help cities reach women with valuable information and essential municipal services.

Access to this information empowers women with a stronger voice, enabling them to participate in public life, utilize public services, and make more informed decisions for themselves, their families, and their communities. In Peru, the project has partnered with the city of Lima.

Legacy

六九色堂 and the International Institute for Democracy and Electoral Assistance (International IDEA) initiated a forum among five Andean countries 鈥擵enezuela, Colombia, Ecuador, Peru, and Bolivia 鈥� and the U.S. in 2010.
